Role Description

We are seeking a Senior Advisor of Data & Insights to lead our evidence generation and impact measurement agenda. This role with strengthen RTV's capacity to design, manage, and communicate high-quality research and evaluation frameworks that inform program design, scaling, and policy engagement.

The ideal candidate brings a strong background in development economics, quantitative research, and monitoring & evaluation within the international development sector. They are skilled at transforming complex datasets into policy-relevant insights and translating evidence into actionable recommendations for program teams, funders, and government partners.

Key Responsibilities

Research, Evaluation, and Learning

  • Design and oversee RTV's impact evaluation frameworks, including quasi-experimental and experimental designs (DiD, RCTs, natural experiments, etc.).
  • Ensure RTV's methodologies and data practices meet academic and sectoral standards for rigor and credibility.
  • Partner with internal and external teams to generate evidence-based learning and insights that shape RTV's program strategy and scaling model.
  • Produce or supervise the production of research briefs, reports, and publications that communicate RTV's impact and learning to diverse audiences.

Data and Evidence Systems

  • Provide strategic oversight for RTV's data governance and quality systems, ensuring consistency and reliability across country programs.
  • Strengthen systems for data collection, validation, and analysis that underpin our impact measurement framework.
  • Promote evidence-informed decision-making across RTV by developing accessible tools, dashboards, and summary products for program and leadership teams.

Insights Generation and Translation

  • Synthesize findings from research and monitoring activities into clear, actionable insights for internal and external stakeholders.
  • Collaborate with the Applied Learning and Communications teams to translate research results into policy briefs, donor reports, and external thought leadership.
  • Contribute to knowledge dissemination, including conferences, publications, and strategic partnerships with academic or research institutions.

Partnerships and Representation

  • Represent RTV's evidence approach in research and policy forums.
  • Build and maintain partnerships with universities, research organizations, and government agencies.
  • Contribute to funding proposals and donor engagement by articulating RTV's data and evidence value proposition.

Leadership and Capacity Building

  • Lead and mentor a small team of analysts and M&E professionals.
  • Strengthen local capacity for evidence generation within RTV's Africa-based teams.
  • Foster a culture of learning, rigor, and continuous improvement across the organization.

Skills & Qualifications

  • Advanced degree (Master's or PhD) in Development Economics, Public Policy, Applied Statistics, or a related field.
  • 10+ years of professional experience in applied research, M&E, or policy analysis within the international development sector.
  • Proven experience designing and managing impact evaluations and applying quantitative methods to assess program outcomes.
  • Demonstrated ability to produce high-quality research outputs (publications, reports, policy briefs).
  • Strong communication skills with the ability to convey technical findings to no-technical audiences.
  • Experience collaborating with donors, governments, and academic partners.
  • Proficiency in Stat, R, or Python, and familiarity with survey tools (ODK, SurveyCTO, KoboToolbox).

Preferred Attributes

  • Experience working in Sub-Saharan Africa or similar development contexts.
  • Record of academic or policy publications in development or applied economics.
  • Demonstrated ability to lead multi-country data or evaluation initiatives.
  • Comfortable navigating both research and implementation environments.
