Payroll Manager Employment Type Permanent Location Oakville, Ontario Apply SHARE THIS JOB Job Description: Our established client in the industrial space is looking for a Payroll Manager to join their team. The Payroll Manager, under the direction of the Director of Finance, is responsible for overseeing the production of all aspects of the company’s payrolls by setting department direction, establishing objectives and ensuring compliance with all legislation and company policies. Key accountabilities include: manages the payroll team, recommend appropriate staffing levels, serve as a payroll subject matter expert, lead and work on complex projects, proactively improve business processes and quality standards and develop skills and competencies of direct reports. This pertains to both union and non-union payrolls.
Responsibilities of the Payroll Manager is as follows, but not limited to:
Oversee the weekly & bi-weekly payroll processing ensuring accurate calculation and payments of salaries, wages, bonuses, severance, relocation, tuition reimbursement, stock options, garnishments, pension, RRSP, taxable RRSP, benefit codes & calculations, etc.
Interpret and understand provincial and federal payroll taxation to comply with regulatory reporting agencies such as CRA, WSIB, Ministry of Finance and Family Support Office.
Respond to and resolve escalations, payroll issues and enquiries within the company and various outside agencies including CRA, WSIB and Service Canada.
Maintain knowledge of current and developing legislation affecting payroll to ensure compliance and recommend and implement changes leading to best-practice operations.
Maintain compliance to governmental regulations.
Understand General Ledgers and collaborate with finance regarding payroll reconciliation.
Set up of all Garnishment orders in UKG and ensure proper deduction occurs from employee.
Send weekly ADP Fund Direct file for direct deposits and stat remittances, including escalations.
Troubleshoot UKG system issues for payroll processing including calculations or other issues.
Use UKG community and/or create UKG support tickets and / or contact UKG Rapid Response.
Contact 3rd party IT consultant for JDE payroll related issues, raise tickets and help troubleshoot.
Work with US based 3rd party consultants for UKG reports design and improvement, also BI.
Create new time & attendance codes and relevant mapping in JDE, test and deploy in production.
Create new payroll earnings & deduction codes and relevant mapping in UKG.
Act as backup for payroll during peak periods, employee absences or staffing emergencies
Ensure monthly remittances are approved & processed for union by due dates including YTDs.
Adhere to the terms of the collective agreement when dealing with unionized employees.
Be able to manage multiple collective agreements in various provinces.
Must be able to reconcile union remittances to payroll reports.
Understand and execute union reporting on T4’S.
Maintain union rate sheet updates & and change rates in UKG and other payroll balancing sheet.
Prepare annual union rate changes and send to District Managers for approval.
Reconcile statutory deductions.
Prepare and Reconcile all payroll year end documents ensuring taxable benefits/T4/T4 A are reported and issued in accordance with CRA in a timely manner including reporting for Quebec, if applicable. Review CPP & EI discrepancies and make adjustments.
Complete all year end filings with all provinces.
Manage and support all workers compensation reporting in multiple provinces for year end filing.
Manage and maintain payroll reports and related documents according to the Canada Revenue Agency and Company records and retention policies.
Understand stock option reporting including annual updates in payroll.
Prepare all payroll related materials for annual and periodic financial audits.
Ensure proper internal controls, system standards and policies are maintained.
Organize and respond to Internal and External audit request.
Observe company policies and best practices with regards to sound controls.
Maintain accurate records and prepare report. TMGNY Job Requirements: Minimum of 5-7+ years of progressive management experience specifically related to Payroll and Benefits in a Senior or Payroll Management Role.
Strong knowledge of payroll systems, internal controls, and management.
Advanced proficiency with Outsourced and In-House Payroll processing and applications.
Certified Payroll Manager or candidate. PLP designation or post-secondary degree in related field, or relevant professional certificate such as PCP, Payroll Management Certificate, Certified Employee Benefit Specialist Certificate.
Must understand all aspects of year end T4 reconciliation and processing.
Complete full cycle of T4 preparation including gathering information from different parties. Processing of approximately 600-800 T4’s is responsibility of payroll manager.
Must understand all aspects of year end workers compensation reconciliation and processing including multi-jurisdictional workers compensation formulas.
Prior experience with employee benefits analysis, design and administration an asset.
A strong technical aptitude and experience working with large payroll systems, specifically UKG Pro and JD Edwards.
Previous experience with time & attendance (in-house & outsourced) & ERP implementations, D365 would be an asset.
Solid comprehension and understanding of payroll requirements and required legislation.
