The Pittsburgh Paints Co. (PPC) Payroll Leader operates in Canada under the name of Canadian Industries Ltd, with activities throughout the country. It’s payroll and other HR functions are based out of our Boucherville office in Québec and support the whole business. The position reports organically to the HR Director Canada and functionally to the Vice President Total Rewards and HR Operations

  • The position is a hybrid role (Home/Office, as per company policy), based in Boucherville Québec
  • The role supports the whole business in Canada and integrates with the US based functions, which requires a fluent bilingual candidate (English/French)

The Payroll Leader Canada is accountable for overseeing the entire payroll process.

  • This includes, but is not limited to managing employee timekeeping and attendance records
  • handling payment of approved expense claims
  • handling medical and vacation related files impacting on payroll
  • ensuring accurate calculations of wages and deductions
  • maintaining compliance with labor and fiscal laws and regulations
  • and generally speaking, all tasks that fall within the purview of a payroll department and all tasks given by the management.
  • Coordination and integration such as, the payroll leader Canada is a stand-alone function, which requires the successful candidate to be experienced in handling the full payroll cycle by themselves
  • The role is however integrated within the larger HR department and allows the role to work in close cooperation with the payroll leader USA and the external services providers (UKG Managed Services). In case of absence, there will be mutual support and replacement between the payroll leaders of the USA and Canada.
  • The Payroll lead for Canada functions as the company liaison and ultimate approver of Canadian payroll for the company, with a team from UKG that provides the day-to-day payroll processing.

Key Responsibilities:

  • Manage and oversee the execution of day-to-day Canadian payroll inputs collection and handoffs, approvals, and issue management with Payroll vendors (UKG)
  • Serve as liaison to Employees, Managers, HRBPs, and vendors when Payroll cases require escalation
  • Payroll Approval – Reviews and approves payroll after it gets processed for payment, ensuring appropriate back up is provided for every single transaction
  • Routinely runs reports and audits for payroll changes, reviewing potential errors, and submitting adjustments
  • Compliance - Responsible for payroll compliance and maintains up-to-date knowledge and understanding of laws, regulations, contracts, policies, procedures, and controls governing payroll operations across the region
  • Contacts with government bodies (Services Canada, Workmen’s Compensation Boards, RCA, Revenue Québec…)
  • Resource and Vendor Management – Responsible for payroll calendars set up with the providers across the region
  • Analyze, audit and validate HR statuses and interfaces for pay rate changes, transfers, employee deductions, changes in taxation, new hire and termination
  • Maintain recurring / one-time payments / deductions
  • Ensure accurate preparation and balancing of weekly and special payrolls, payroll balance sheet and summaries. Routinely provides reporting to the finance team or payroll totals and deductions.
  • Handle additions and changes to hourly payroll and payroll related items (i.e., salary changes, tax withholding, retirement plan deferrals, general deductions etc.) using the appropriate payroll system. Contact employees for errors as needed and process make-ups for both under and over payments as applicable.
  • Handle various authorized payroll adjustments, e.g., garnishments, manual computation of gross and net pay, vacation pay, bonuses etc.
  • Verify application of all pay rules per the union contract where applicable
  • Monitor and review employee timecards for accuracy, including start/stop times, breaks, overtime, and absences
  • Implement and maintain time and attendance tracking systems, ensuring proper usage and data integrity
  • Manage leave accruals, including vacation, sick days, and personal time
  • Addressing requests about employment and payment issues
  • Provide timely and accurate reports on payroll movements.

Qualifications:

  • Minimum of 10 years of experience in payroll processing
  • Fluency in French and English (national responsibilities);
  • A minimum of 5 years in a supervisory role is a plus
  • Experience in working in an environment of HR Shared Services initiatives (required)
  • Experience with payroll software and HRIS systems (UKG, Workday etc)

  • Ability to follow standard operating procedures and strict policy guidelines
  • Capability of interfacing with and communicating to management and employees in a respectful but also firm manner so as to ensure proper and accurate payroll operations whilst respecting the employees
  • Focus on protecting the company, its management and the employees by strictly complying with the laws and regulations
