Job Description
<p><p>The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.</p><p>Located in Yellowknife, the Capital Planner reports to the Manager, Facility Planning (Manager) and provides services to the infrastructure Planning Division for all capital projects across the Northwest Territories (NWT).</p>
<p>The Capital Planner is responsible for planning in a complex environment that includes consultation among diverse groups, seasonal constraints on construction, differing availability of labour and contractor supply among reasons, and changing prices of commodities and materials. The planning component of this position encompasses a range of capital projects and major equipment that include hospitals, health and social services centres, care provider residences, staff officers, and all other infrastructure required for the delivery of health and social services across the NWT.</p>
<p>This position assists the projection of the Infrastructure Acquisition Plan and Capital Main Estimates Binder, as well as the completion and submission of the monthly capital variance reports. This position is also responsible for planning and implementing health projects through the Departments Infrastructure Acquisition Plan.</p>
<h3>Knowledge, Skills and Abilities</h3>
<ul>
<li>Develop and apply methodologies to calculate cost estimates for projects and annually update the 20-year capital needs assessment and 5-year Capital Plan, to reflect new or ongoing initiatives.</li>
<li>Procurement support, contract administration, data and project budget management</li>
<li>Knowledge of and/or the ability to acquire and apply knowledge of Government of the NWT accounting and budgetary related systems, cycles, and reporting requirements</li>
<li>Project management skills and knowledge in project accounting, i.e. real estate and construction</li>
<li>Ability to acquire and apply skills relating to automated systems including System Accountability and Management (SAM).</li>
<li>Skills in interpreting, manipulating, and analyzing data from financial spreadsheets, proven problem-solving and decision-making skills.</li>
<li>Ability to use time effectively to complete tasks/projects on time through the routine planning of own work and organization of resources</li>
</ul>
<p>Typically, the above qualification should be attained by:</p>
<ul>
<li>The completion of a Degree in Engineering, Architecture, Business, or other relevant field, and three (3) years of directly related experience.</li>
<li>Equivalent combinations of education and experience will be considered.</li>
